What is this "re-welds" I hear of....?

Have a 70's? Schwinn Cruiser, electro welded and flat blade forks. Noticed a bunch of funny welds underneath just an inch or so away from bottom bracket and across bracket itself. Only one I have like this... Normal or ?

That's how the Electro-Forged frames are made--bottom bracket shell is rolled from flat sheet with those fillets punched in it. Serial numbers from that vintage are commonly found on the headtube.
