Question about painting

I noticed that alot of the bikes that are being sanded arent sanded all the way down. Is it not necessary?

I only sand to bare metal where there is loose paint/scratches/chips etc.

if the paints in good condition(e.g. not flaking off, huge chips,dents,house painted over,rattle canned and not sanded)then you can get away with not striping the paint if you choose( i always go down to steel if i paint though...that way you know what imperfections are there before you get color on but you dont have to by any means)
