Got this in a trade, Mens Tanker, I have no idea, the last owner pieced it together.

and the rear drop out is doubled up on the metal with holes in the stays

Usually the numbers will be on a rear drop out if they're not on the BB. By the 1960s they're always on the drop outs.

Agreed, they are probably buried under the paint
