There off a go-ped, i think? i had 1 with wheels just like it, I totald it when i ran it into my uncles garage racing my cousin up north.. It wasnt a fair race he was riding a yamaha blaster 4 wheeler

for the wheels , i found it in a bike shop thirty years ago , made by grimeca in italy with only cast aluminium but they are not any more in the catalogue now
