head set for silver king

Hi I am assembling a repro monark fork with a real silver king frame -- I had an existing head set 21.1/32.5/27 but the cups are not snug. No tight, slight loose. What size head set do I need to tighten this up and still use the one inch tube fork.... I assume loose cups are not ideal.

You can upsize the cups with aluminum duct tape from the hardware store it's very thin just cut a thin strip ad wrap till you get a snug fit. It sticks like glue too! I did a bottom bracket with it. Get the real aluminum stuff not the new silvery Mylar stuff.
