Adjusting drum brakes

I have a tandem with a rear drum brake. I light sanded the drum and pads and hooked up the cable. I tighten the cable a couple of times but it still seems to not brake all that well. There is a type of barrel adjuster by the drum but it doesnt make sense how it would work since the cable housing is set length. If I use the barrel adjuster the housing will bow up in the middle and be in the way.

I have also read that drum brakes are not all that great.

The cablehousing should be fixed to the frame, (there should be a little thingy for that near the drumbrake). Then you can turn the little barrel on the thread that's on the cable-end, adjusting the brake.
If it's a different system, I dunno...
