This (I believe) was an earlier sale. Still I appreciate any and all leads. Wasn't someone gonna attempt a homemade clamp.

I haven't seen a home made one like that. I made up an adapter to fit different length brakes, but the two plates needed don't look as good as the specially made part.

How are the plates held in place?

They are held against the frame with the two bolts, it can be adjusted up or down and they tighten like a clamp. Then the holes for the brake are lined up and a spacer may be needed to go between the plates for the brake bolt, or be bolted to just the one plate if it's thick enough.
