just picked up this bike. I think it is the one that has the fake pipes on the tank. Pretty cool I think. So on a lighter tail I should I try 0000 and wd40? Or rubbing compound?

That sure looks like headers. I would very gently use some soap and water first. Either it's caked with dirt, or it's nearly worn away.
