I built this yesterday, not sure what qualifies as "Rat" but I like it. I'll probably gusset the head tube as well. It started life as a champion beach cruiser.

Intro done.
I cut off the head tube first and ground it smooth then added to small tubes to get more rake. Then cut some forks in half and added some tube to extend them. The other frame modification was chopping off the seat post clamp and welding it on about 4 inches back. Works alright. The bearings don't stay tight in the neck so far so I'll have to figure something else out. I'm trying to make a baby (3months) bucket sidecar (not trailer) with a little wheel and a hinged bearing to attach to my rear axle. This will allow us to go on family bike rides and me to load a 12 pack onto the side car. Hopefully I'm not underestimating this sidecar build. It'll hold 30 pounds max though. I'll post some pics as it gets further along.
