So im building up a new road bike frame,,,,Can i use a a mountain bike derailleur on a road bike>????

Yes...but.

Cage length on the derailuer should be proprtional to the size of the cassette/freewheel you're running. Smaller cogs work best with shorter cages and larger gogs with longer cages.

I run a Deore long cage with an 12-32 cassette on my flat bar road bike and it works great.

Post up what you have in mind for gearing and I am sure someone here can steer you in the right direction. Will you be running a double or triple crankset?
