"Matting" An existing finish

I just started a new project which is a Della Cruz frame with a candy green finish. I'd like to make this finish into a matte green if possible. Does anyone have any tips on how to effectively do this? and cheap!

Do I clear-coat it afterward or should this dull it up and it will still be sealed?

Well, if you are gonna clear over it, it should be a matte clear.

To be honest I'd use a red scotchbrite pad and be done with it.

krylon sells a matte finish clear that I used on my flat black bikes, I tried it on a gloss painted part and it made it matte finish.
