Anyone Recognise This One?

Looks like a mid to late 30's model to me but can't tell what or who built it,...I may have a chance to pick it up for a good price.

Looks like a model C-67. Except for the seat, neck, and bars. Nice find. Gary

What's that little dingleberry under the handlebar? Looks like either a horn or a light.
