Looks like you twist the right side or maybe both grips to make it go or maybe row the handlebars and foot pads back and forth like the tandem thing on a swingset to make it move forward.

While we are at it, here are all von Opel brothers:

All of them where accomplished cycle racers.

However, Fritz must have been the most normal of them all. He attached rockets to anything he could get his hands on. Cars, bikes, motorboats, even a glider plane and a railway draisine.
 
just recently received a book from my mother of a pictorial of the history of the county I live in

love looking at old pics, and this thread is amazing..

That's a Western Flyer badged CWC bike.
