Bought a tool box full of tools at an estate sale. Owner was a Millwright at a local paper mill.
Screwdrivers, pliers, punches, drifts and the usual stuff...

Really nice stainless 15" rule, (needs cork backing re-glued.)
And these two - who knows what?

Great guess on the dog nail clipper.

However, if it’s in a box with a rule, (in a tool box in general) I’m thinking it’s not for use on animals.

I looked up leather tools.... struck out there.

Maybe some sort of wire cutter or stripper? That would go with the rule.
