Snyder built..cool frame, seems like some one else had one pop up recently...but, can't remember who.
Agree, Snyder. I'd guess it's a 24" as a 1.75 is middleweight.

I think it was a makeshift dropout extension made from a rear derailleur
Maybe the other side had one too, to fit a 26" wheel there.
