Starting over

I started a bike a few years ago (2 1/2 years) and never got around to finishing it. I changed my ideas and got a few more parts. Will I be able to enter? I Will be starting from the beginning.

I don't see how that is any different that starting with a new complete bike, but then again, I don't make the rules..

As long as it just isn't a finishing it up and you can show that it really did go a different direction I don't see it will present an issue. Then again, what do I know....
