That would be my guess, but the coral and old pieces of rope in the wheels really add that special touch of class.

It's made by a local artist In Tarpon Springs. He has many themed bikes and locks them up all over the town. Occasionally you will see him unlock one and take it for a spin then trade it out with another one.
