Spaceliner weirdness

I've noticed this odd little bracket at the bottom of the head tube. There is one on the down tube that the original "7" tank attached to, but I can't see what this other one was for. I've noticed it in pictures of some but not all Spaceliner bikes I've seen online. Even with the original tanks in place the bracket is there. Empty.
Any ideas?

From this point of view I would guess, that together with the tab on the back of the headtube (most probably attached to the fork) it limits the turning angle to avoid damage to the top tube...

A steering stop? Okay, I see what you mean. The springer mechanism would hit the frame and damage the finish, so they put a stop to it.
