Schwinn Serial number placement

Why isn't this February 1970 serial number up on the headtube where it should be?

I'm guessing b/c they were putting them on the dropouts thru to the end of '69, so maybe it wasn't as cut and dry as we've been thinking all of these years?

the transition years for serial number placement were by no means cut in stone.i've seen bikes with numbers on the headtube and rear dropout,on the same bike.

The serial numbers were moved in mid-1970...
