My '98 Gary Fisher Joshua XO had very similar rear suspension geometry, which was never quite right, had to have a rear shock lock-out so that it wouldn't take away all your pedaling effort.

not to sound mean, but that rear shock needs to go.

Based on his tires, I'd say he sticks mostly to the pavement. That's a nice, clean Raleigh.
