Is this after market or did it come stock on a muscle bike? The tire is a 20" BMX for size comparison. I'm welding the small loop back on it for a friend. He has no idea what it came on.

Its early 70s aftermarket. The loop is for a headrest pad. Heres one on my swingbike. I also need to reweld the loop back on.
