prewar 20" elgin?

This was part of a take all junk deal, a buddy of mine thinks it's a girls prewar elgin with a "sex" change somewhere along its life. Any ideas?

That's a finned Elgin rear hub... So it could be, though a bike with that many mods might not have the original wheels. 20" frames are harder to ID since there are so few survivors! -Adam
