Concur! Newsboy Special. It looks like the heavy custom rack was for newspapers. I had a 55 model that wound up in a build off here after I sold it. The serial number on the left dropout will give you the year of manufacture. Here's Mr. Columbia's page on serial numbers and everything Columbia:
