I'm assuming this is a prewar bike from the looks of the rear dropouts. Looks to say "ROADSERVICI" under where the headbadge would have gone. wheels appear to be galvanized. Fork is solid with an integral fender mounting tab. Ser# 3H009566 Looked up as a Schwinn from 51 but I don't know if they were still using rear facing dropouts then, and I don't know what the 3 means at the beginning.

Looks like a Road Master to me. I have the 20'' Girls version with the same dropouts and chain guard. I would say probably early 50's since it has the chain tensioner screws for the rear wheel and it is not a skiptooth if the sprocket and wheel are original. Someone else will probably have more info.
 
It is a postwar Huffman frame, they stayed with rear entry drops longer than most. This style frame was first introduced in the late forties and The 3 at the front of the serial number signifies 1953.
