Will a 24x3 fit on most vintage 26in cruisers? Also are there fenders that would cover this wide a tire? I have an idea of what I want to build next.

I dunno about 24, but someone just put this up on another thread here today about 26" balloon tires:

26x3 on a Dyno looks friggin sick!

I used a 24 x 3 to get enough clearance on a 53 CWC and also an 80's Emory. A 26 wouldn't have cleared the stays, and the 24 needed to be way back in the dropouts to get clearance. The 24 x 3 tire was almost the same height as the normal 26 x 2.125 tire. The CWC is with 24 x 1.75 rims and the Emory is with 24 x 57mm wheels (3G).

I was able to fit 26x3s on my 50 Schwinn... had to finesse the fenders a little bit on an English wheel and notch the front where it goes through the fork. It’s tight but it works, 100s of miles without issue.

Did you have any trouble with clearance on the rear of the cwc? Trying to fit a 24x3.0 kenda flame on a cwc and it keeps slightly rubbing the chain stays on each side.

My CWC was a 53. I had to position the wheel as far back as the stock dropouts would let it.
I didn't try a 24 x 3" tire on my 47 CWC. This is the 53 with 3g 57mm 24" wheels with 24 x 3 Nirve tires:

The wheel is as far rearward as possible. I was going to make some dropout extensions but it barely fit. In the long term I would make extensions.

I am trying to fit Felt wheelset (about 50mm wide rim) on 24x3 Fatti-o tires on my 47 CWC now. My frame was bent and crooked, so while straightening it i have also widened the stays a little. We'll see if it did make enough change or not, but chances are there is just not enough space for them.

If they only need an inch or so to clear the stays, make up extensions that bolt to the existing dropouts. They only need to be as large as needed. This one I found here on RRB looks like more than needed but is good.
