Those are 26 inch tires. Someone had posted their Coast King Riviera on another thread, viewtopic.php?f=16&t=13208#p132997
and I'm pretty sure thats what it is. Probably made by Ross.

I'm hacking up the wood tank now.

what make of frame is that? it looks like my bike which I can't identify...

It didn't have a name on it, but I finally found the serial number, it starts with an R. The numbers are small compared to other bikes serial numbers. The original sprocket and everything else looks like Ross, so I would be confident in saying it's a Ross. Did you get a look at the Coast King Riviera mentioned earlier? I believe that's the same bike, made by Ross for the department stores. This is the original sprocket:
