I just bought my first project a 50's Evans. It was a basket case when i got it. The wheels dont appear to be bent dented and the spoked look normal. What do I need to do to make them road worthy. They have some surface rust that i was going to scuff out and them paint the wheels and spokes red. Any tips on cleaning them? I dont have access to a blaster. And also any tips on paint prep?
 
Go over them with a Scotchbrite pad and dishsoapy mixture; slop it on, lightly rub and slop more to get in and soak while moving to a different place. Once sorta clean you can go after the more crusty places with a Brillo pad and the same mix. Do all while trying to save as much original finish as possible, not grind your way down into it. It is nice to see how much is still good once the grunge and surface oxidation is off, then decide just what to do.
