What is this, seller isn't helping out?

This frame is on my local CL, would love to get a hold of that fork tree and the frame itself is kind of cool looking. Can anyone tell what this thing is? I don't want to waste money on it either. It looks like a bmx size bike to me but what do you think? I would guess 20" wheels on there, but I can't tell too much from the picture. Thanks for any help!

It is a 20 inch kids bike, the forks will only handle a 20 inch tire unless you strech them.
