old bike i think is prewar

Can anybody help me id this bike for a friend? or what year it came from. I think its a 30's bike he thinks its a 20's.please pm me.

Frame is made by Cleveland Welding. Nothing else is original. The serial number is under the bottom bracket, post it and it can be decoded. Looks 40's to me.

The frame would have been made in late 1945 or in 1946.
