Need help with this early motobike frame

saw this the other day and i was wondering what and who made this bike, seems the second tube is a little bent on the rear and it has some remnants of what looks like the bolts for the leather circular toolbox/battery compartment. the bike seems to be a 28. current wheels are 26. the guy is asking $100 for this and i think he's a little off with the price. any inputs are welcome. thanks guys.
*the only salvageable part is the frame, and probably the handlebars

Just out of curiosity where is that bike? Drop outs say pre-war to me, what ever it is.

Hmm.. I've never seen the middle bar dip like that on a moto frame. Pretty wild! Usually I can only tell any moto frames apart from the fork style they came with but, alas!

heyslugger, its here in the P.I. man, yeah the dropouts are prewar and i guess thats all i'll know about this bike.

Jpromo, yeah i already search the net but to no avail, i'd love to have it but a little expensive for me. looks one in a million.

Bzkleta Classic Bikes on FB might could help. Seems to know a lot about bikes in and out of PI. BTW that was a totally guess! But yeah dont kick yourself for passing on that one.
