antique store find

my girlfriend's dad runs an antique store, and gave this bike to her. try as i might, this bikes ID has eluded me. the head badge is unreadable and almost gone. any help identifying it will be greatly appreciated.

the stamped serial number on the bottom bracket is the same as the one painted on the chain-guard "NS106724". the engraved one below it is "S/N1268682"
