It looks similar to what may be called a vintage S.I.W. 36-hole steel, large flange front hub, (made in Japan).

First I've seen like that. Heavy duty! I'll look around to see if I can find another one.
With the large lightening holes through the high flanges, it looks like the sun might shine through.
