This is my Phillips ex army W^D roadster- prior to restoration- 28" wheels, 24" frame, rod brakes etc.

That really doesn't need restoring.

If that's original, then I'd say don't touch it. But, that paint is awfully good for 1943 paint, and this bike probably saw service in WW2 and later.

Either way, it looks to be in great condition. Those pedals were made for some big feet!
