i would have to take it to a local place that does it. I looked at the DIY method and i would have to buy more stuff than i really want to and wouold cost more than just sending it out.

That blue piece is a Park tool that holds the handlebars straight so when your working on bike bars doesn't turn all around real handy for geared bikes.
